“By launching the first stage of this enterprise today, we are opening a new chapter in the history of Ingushetia and the republic’s social and economic development. By building a large plant here, we’ll create one of the most powerful grain clusters in the region,” Ingushetia head Yunus-Bek Yevkurov said at the launch ceremony.

The flour mill project, estimated at 5.2 billion rubles ($168 million), will process 2,400 tons of grain a day when it reaches its design capacity. The mill will produce 1,800 tons daily of flour, which will be supplied both to the domestic market and abroad. The second stage of the mill is expected to be launched by late 2013.

The mill will export flour to Tajikistan, Uzbekistan, Afghanistan, Iraq, Armenia, Georgia, South Africa and Peru through Russia’s Black Sea port of Novorossiysk.

The mill, which will employ 1,500 people when it reaches full capacity, is part of the Russian government’s efforts to implement large-scale infrastructure projects in the North Caucasus to spur the area’s social and economic development.

Poor economic conditions and unemployment in North Caucasus republics are believed to be the main factors driving local residents to join militant groups. The troubled North Caucasus region sees frequent attacks on law enforcement officers and government officials as Moscow continues to battle an Islamist insurgency there.

Speaking to journalists in Ingushetia’s capital, Magas, Yunus-Bek Yevkurov said that an interview that a former Islamic militant gave to Russia’s state-controlled television channel must be connected with Ingushetia’s leadership election scheduled for September.

In the interview, aired on March 31, the man claimed that the leader of the region’s Islamic insurgency, Doku Umarov, gets $1 million every month from Ingush Prime Minister Musa Chiliyev to secure his personal protection from attacks.

Attacks by Islamic militants in the North Caucasus against police, officials, and moderate Muslims leave scores of people dead and injured each year.

Ingush President Yunus Bek-Yevkurov invited Chinese investors to set up a car manufacturing plant in the North Caucasus republic while presenting Ingushetia’s investment projects at Russia’s pavilion at the Shanghai Expo 2010.

“Chinese business should go beyond market trading since we are interested in it taking up the development of the fuel-energy, agro-industrial complex, as well as house building and automobile manufacturing. We are also interested in creating jobs for women, especially in clothing manufacture,” he said.

Ingushetia presented a variety of projects at the Expo-2010. Yevkurov plans to establish ties with Chinese partners that will allow for cheaper imports into the region and create new jobs.

“Come and we will provide you with total security,” Yevkurov said, commenting on Chinese journalists’ questions about the security aspects of running business in the volatile republic.

The 2010 World Expo is being held in Shanghai until October 31. Up to 70 million people are expected to visit the city for the event, which has seen investment of up to $4 billion. Over 200 countries, corporations and international organizations are taking part.

Moscow constructed a pavilion at the exhibition for the first time in 30 years. The Russian pavilion is considered one of the most popular and innovative at the Expo.
